I'm almost positive you mean Ambrose Bierce, but that's just a quibble. The quote has made me take up my copy of The Devil's Dictionary again, and I can't thank you enough. I couldn't find the war quote in there, but the book is a complete joy. To wit:"English, n. A language so haughty and reserved that few writers succeed in getting on terms of familiarity with it."I love Bierce.
